I wouldn't spend the money on anything. We are going into debt at the rate of a billion dollars a day. I would balance the budget. If we don't do that in the next administration, we will reach the point where we can't pay the interest on the debt. At that point, the U.S. will implode like the former Soviet Union.
Then all spending on Education, Healthcare, Housing, Foreign Aid, etc... will all stop.

We don't spend it on ANYTHING, at least the government doesn't. We reduce the tax burden on the people of this country and get the government out of the business not only of prosecuting wars but of being everyone's nanny.
The only way to get Washington off our backs is to cut off their source of power which is our tax dollars. Limit the federal government to only those functions authorized by the Constitution and return the rest of the money to the people who've earned it!
